Somalia and Kenya strengthen human rights cooperation

NAIROBI — The Independent National Human Rights Commission of Somalia has concluded a week-long comprehensive knowledge exchange program held in Nairobi, Kenya, implemented in partnership with the Office of the United Nations High Commissioner for Human Rights (OHCHR) and the Kenya National Commission on Human Rights (KNCHR), as part of a broader regional effort aimed at strengthening institutional cooperation among national human rights bodies and promoting the exchange of expertise to enhance performance standards and reinforce good governance principles in the protection and promotion of fundamental rights and freedoms.

The program forms part of the strategic efforts undertaken by the Somali commission to strengthen its institutional and human capacity and to build a more independent, transparent, and professionally robust system of operations, ensuring full alignment with internationally recognized standards, particularly the Paris Principles, which provide the governing framework for national human rights institutions and emphasize independence, effectiveness, credibility, and the ability to protect and promote human rights without interference or undue influence.

The Somali delegation was led by Deputy Chairperson Mohamed Harun Mahmoud and included Commission Secretary Fadumo Abdikadir Yusuf, Commissioner Farhan Mohamed Jimcale, Commissioner Ali Mohamed Ilmi, and Director General Mustafa Ahmed Mahmoud. The delegation participated in a series of technical meetings, specialized sessions, and intensive workshops covering various aspects of modern human rights work, including monitoring and documentation mechanisms, investigation of violations, strengthening complaint-handling systems, and developing rapid response tools to protect vulnerable populations.

Throughout the program, particular emphasis was placed on practical experience-sharing with the Kenyan counterpart, especially in relation to strengthening institutional frameworks for human rights management, enhancing accountability mechanisms, expanding access to justice, improving field operational tools, and reviewing best practices in handling complaints and investigating violations in order to ensure effective human rights interventions in complex environments.

The program also contributed to strengthening mutual understanding between both sides regarding the importance of building strong and independent national human rights institutions capable of effectively fulfilling their mandates while engaging constructively with regional and international partners. This cooperation is seen as essential for reinforcing the human rights protection system in the Horn of Africa and promoting a culture of respect for human dignity and the rule of law in the face of growing regional challenges.

The program concluded with a renewed commitment to sustained regional and international cooperation as a cornerstone for supporting institutional capacity building, enhancing professional independence, and enabling national human rights institutions to effectively protect and promote fundamental rights and freedoms, thereby contributing to the consolidation of justice and the promotion of long-term social stability in the region.

National human rights institutions constitute a fundamental pillar in the global human rights protection system, playing a central role in monitoring, documentation, advocacy, and protection of vulnerable groups, as well as in promoting a culture of human rights within society.

This program reflects the ongoing efforts of the Independent National Human Rights Commission of Somalia to strengthen its institutional structure and enhance its technical and administrative capacities in full compliance with the Paris Principles, while also deepening its regional and international partnerships, particularly with counterpart institutions in neighboring countries, in order to build a more independent, effective, and sustainable human rights system in the Horn of Africa.
