Somalia technically enhances capacities in global carbon markets

MOGADISHU — ​H.E. Ahmed Omar Mohamed, State Minister for Environment and Climate Change, inaugurated the technical training in Mogadishu yesterday, with broad participation from governmental and non-governmental sectors, as part of the Ministry’s efforts to enhance national readiness for international carbon market mechanisms over three consecutive days.

​In his opening address—as reported by the Ministry’s official Facebook page—the Minister emphasized that the humanitarian and developmental essence of this program is to enhance the capacity of national institutions, preparing them to leverage international opportunities and transform environmental action into economic returns for local communities seeking stability.

Mrs. Faiza Ali Yusuf, Director of the Environment and Climate Change Department, welcomed the participants. The Ministry’s report on its official platforms noted her emphasis on the strategic importance of this training in building a solid knowledge base for understanding complex international emission trading standards with high professionalism to secure the nation’s rights.

Ms. Ayann Harare, Climate Finance Coordinator and Article 6 Focal Point for the Paris Agreement, detailed the workshop’s objectives. According to the Ministry’s official source, she highlighted Somalia’s significant potential in this field and the efforts underway to ensure total national readiness to enter this global market that links nature conservation with economic growth.

​The Climate Finance Coordinator revealed that the Ministry has established the “Designated National Authority” (DNA) office for carbon affairs—a step described in the Ministry’s statement as the cornerstone for drafting legal and regulatory frameworks for this vital sector in service of supreme national interests and the Somali people’s aspirations for a better future.

​The State Minister noted that the Ministry is working diligently to fulfill international commitments, particularly in developing the “Nationally Determined Contributions” (NDC 3.0), reflecting Somalia’s ambition to reduce greenhouse gas emissions by 34% by 2035, thereby contributing to global humanitarian efforts to protect the planet from global warming.

The program also focused on technical aspects regarding transforming Somali environmental projects into tradable carbon credits, opening new horizons—according to Ministry clarifications—for attracting international investments in renewable energy, sustainable reforestation, and smart agriculture directly supporting the stability of vulnerable rural families and communities.

The meeting underscored the necessity of integrated roles between federal ministries and partner agencies to ensure national legislation aligns with Paris Agreement standards, guaranteeing the highest transparency and credibility in all future international and credit transactions undertaken by the Somali State in global forums to enhance its economic resilience.

H.E. Ahmed Omar Mohamed urged participants to maximize the benefits of this training to transform environmental challenges into sustainable economic opportunities, asserting—as published on the Ministry’s media platform—that Somalia is strengthening its presence as an active and ambitious player in the international climate and humanitarian action system.

Somalia’s move toward carbon markets represents a fundamental shift in its climate finance strategy.
