Somalia approves end of UN human rights expert mandate, transitions to national oversight

MOGADISHU — The Cabinet of Ministers of the Federal Republic of Somalia today unanimously approved a resolution to terminate the mandate of the Independent Expert on the Human Rights Situation in Somalia, setting the official conclusion for the end of October 2025.

This decision is a cornerstone of the country’s Human Rights Transition Plan (2025-2026), signifying the government’s move toward greater national ownership and direct responsibility for human rights oversight in line with its constitution and international standards.

The move demonstrates the government’s readiness and commitment to strengthening human rights protection by relying on its own institutions, thereby moving beyond temporary international mechanisms.

Hamza Abdi Barre, Prime Minister of the Federal Government of Somalia, emphasized that a particular focus is now being placed on the completion and full operationalization of the National Independent Human Rights Commission (NIHRC).

The successful establishment of this national body is a key priority, marking a major step in the country’s self-governance and its ability to address human rights issues from within.

The government’s action represents a confident step forward in Somalia’s state-building process by fostering a sustainable and homegrown mechanism for rights protection.
