GAROWE – The Puntland Ministry of Education and Higher Education announced on Sunday that it had secured scholarships provided by the Egyptian government for university graduates in the state seeking to pursue higher education, in a step that could expand access to advanced studies and strengthen the training of local professionals in fields linked to development needs, institutions and public services.
The scholarships cover master’s and doctoral programmes and target university graduates in Puntland in accordance with the programme’s approved conditions and criteria. The scholarships provide successful applicants with an opportunity to enrol in higher education institutions in Egypt and benefit from specialized academic programmes, while developing their scientific, research and professional skills in ways that could enable them to apply their knowledge and experience in various sectors in the future.
The scholarships cover a number of academic and professional fields, including medicine and health sciences, engineering, earth sciences, computer science, agricultural sciences, veterinary medicine and marine sciences, in addition to economics and management, education and law. The diversity of fields offered reflects the importance of directing postgraduate opportunities towards specializations that can help address labour-market needs and support vital sectors in the state.
The scholarships are particularly significant amid the need to improve the academic and professional qualifications of local professionals, especially in specializations requiring advanced knowledge and expertise. Studying at Egyptian higher education institutions also provides students with opportunities to gain exposure to different academic and research experiences and develop their research and specialist capabilities, which could benefit the institutions they join after completing their studies.
The scholarships also form part of broader opportunities to strengthen educational and academic cooperation between Somalia and Egypt by expanding scientific exchange and benefiting from the accumulated expertise of Egyptian educational institutions. The return of graduates after completing their postgraduate studies could add specialized professionals in various fields to Puntland’s labour market, provided that clear institutional mechanisms are established to benefit from their expertise and direct it towards development priorities.
The opportunities are expected to support the development of higher education and expand the local skills base while strengthening attention to scientific research and human capacity-building. The impact of postgraduate programmes is not limited to direct beneficiaries, but can extend to institutions and communities through the transfer of knowledge and expertise, the improvement of professional practices and stronger capacity across different sectors to address development needs and changing challenges.
Developing higher education and investing in postgraduate studies are important pathways for building human capital capable of supporting economic, social and institutional development, particularly in fields requiring specialized expertise. Overseas scholarships provide an opportunity to broaden students’ experience and strengthen their scientific and research capabilities, although achieving a sustainable impact depends on appropriate selection of beneficiaries, aligning specializations with development needs and establishing clear policies for absorbing qualified graduates upon their return. From this perspective, the Egyptian scholarships for Puntland graduates can develop from individual educational opportunities into a long-term institutional investment in knowledge, scientific research and human capacity, strengthening the quality of services and supporting the development of higher education in the state.
