MOGADISHU — The Federal Government of Somalia officially launched in Mogadishu the national “Bulsho” project, an ambitious strategic initiative aimed at strengthening the foundations of inclusive governance, improving the quality of public services, and advancing efforts toward sustainable peace and stability across the country.
H.E. Ali Yusuf Ali Hosh, Minister of Interior, Federal Affairs and Reconciliation, emphasized that the Bulsho project represents a pivotal milestone in Somalia’s state-building journey, highlighting its primary focus on empowering local communities and developing the capabilities of government institutions at regional and district levels.
His Excellency noted that the launch of this initiative comes at a critical time that requires urgent and effective responses to current challenges, aiming to provide quality, well-targeted interventions that contribute significantly to the nation’s recovery and the reinforcement of national stability in the face of various crises.
The project is being implemented in partnership with the World Bank, bringing together coordinating efforts between federal authorities, regional states, and local administrations, alongside international partners; all striving to reinforce the social contract by expanding participatory planning and improving access to basic services.
For his part, Abdulkadir Ali, Director General of the Ministry of Interior, Federal Affairs and Reconciliation, described the Bulsho project as a fundamental pillar in Somalia’s journey toward sustainable peace, comprehensive national reconciliation, and the promotion of unity among all segments of the Somali people.
The Director General indicated that the program is, in essence, a peacebuilding initiative aimed at addressing the root causes of conflict, enhancing social cohesion, and consecrating a shared national identity through a long-term approach led by national expertise and supported by developmental policies.
The country is currently transitioning through this project from the design and planning phase to the actual implementation phase, which constitutes a highly significant step toward building strong national institutions, entrenching principles of inclusive governance, and achieving tangible results in the path of building lasting and stable peace nationwide.
In turn, Hideki Mori, World Bank Country Manager for Somalia, affirmed that the Bulsho project represents a catalytic initiative that supports decentralization, strengthens local institutions, and rebuilds bridges of trust between citizens and the state across the various Federal Member States, serving the cause of sustainable development.
The launch of the Bulsho project reflects a renewed Somali vision that places the citizen at the heart of development, embodying a synergy between international expertise and national will—a model for resource management and impact creation. State-building is not merely a technical process but a journey of resilience and consensus. This project serves as a lifeline for a promising Somali future, where peace is built through development, national unity is fortified by strong institutions and community solidarity, opening vast horizons for a generation that believes stability is the natural fruit of sound governance and effective community participation.
