MOGADISHU — The Governor of Banadir Region and Mayor of Mogadishu, Mr. Hassan Mohamed Hussein (Muungaab), received today the Chairperson of the National Independent Human Rights Commission, Ms. Maryan Qasim Ahmed, and her accompanying delegation at his office, to discuss ways of mutual cooperation.
The Governor welcomed the Commission’s leadership, expressing his warm congratulations on their parliamentary confirmation and the commencement of their national duties, emphasizing that this step constitutes an important institutional foundation reflecting the state’s commitment to promoting human rights values and upholding the principles of transparency and justice.
During the meeting, Mr. Muungaab affirmed the readiness of the Banadir Regional Administration to provide all necessary facilities, logistical and administrative support to the Commission, based on the administration’s belief in the pivotal role played by this body in strengthening the rule of law and safeguarding the fundamental rights of citizens.
For her part, Ms. Maryan Qasim expressed her appreciation for the warm reception, noting that this visit holds special significance as it represents the official launch of the Commission’s field work in partnership with government institutions, considering the Banadir Administration a natural and strategic partner.
The Chairperson explained that the selection of the Banadir Administration stems from the central role of the capital, Mogadishu, as the headquarters for the Commission’s operations, which provides broad opportunities for coordinating efforts and building effective communication channels that support the implementation of national programs aimed at improving human rights conditions.
During the meeting, both parties reviewed innovative coordination mechanisms aimed at exchanging technical expertise and developing joint field monitoring programs that contribute to providing accurate and realistic reports on the human rights situation, supporting administrative decisions and public policies based on sound rights standards.
The meeting was attended by the Commission’s Deputy Chairperson, Mr. Mohamed Harun; Commissioners Mr. Farhan Mohamed Jimale and Mr. Ali Ilmi; and Director General Mr. Mustafa Mahmoud. The Banadir Administration was represented by the Director of the Governor’s Office, Mr. Mohamed Abdullahi Dhaley, and several technical staff.
This meeting takes place in the context of the Somali government’s efforts to strengthen the integration of roles between local authorities and independent national institutions, ensuring a more effective governmental response to societal needs and reinforcing the comprehensive institutional reform path pursued by the state at this current stage.
These talks open a new chapter in the record of Somali institutional work, as the cooperation between the Banadir Administration and the National Human Rights Commission forms a model of synergy between local governance and rights-based oversight.
