MOGADISHU — The Somali Disaster Management Agency (SoDMA) concluded in Mogadishu a two-day consultative meeting held on 9 and 10 June, dedicated to the establishment of the National Disaster Risk Management Fund (NDRMF), with broad participation from the Federal Government, Federal Member States, international partners, and civil society organizations.
The meeting featured a series of technical sessions and expanded discussions on the proposed institutional framework of the fund, its operational mechanisms, and its role in strengthening Somalia’s capacity for disaster prevention, preparedness, and effective response.
Participants emphasized the importance of establishing a sustainable and efficient national financing mechanism to support disaster risk reduction efforts and enhance resilience at both national and community levels.
The sessions also reviewed international best practices in managing similar funds, stressing the need to strengthen transparency and good governance in the management of financial resources allocated to disaster management programs.
The Deputy Chairman of the Somali Disaster Management Authority (SoDMA) underscored the importance of coordination and integration among all partners to ensure the successful establishment of the fund as a strategic pillar for sustainable humanitarian response in the country.
He noted that the meeting represents a key step toward building a unified national framework for disaster risk management based on strong partnerships between government, international, and local institutions.
The consultations concluded with an agreement to continue technical discussions and finalize the institutional and legal framework of the fund in the next phase.
This initiative comes amid increasing climate-related challenges in Somalia, including recurrent floods and droughts, underscoring the need for a sustainable national disaster risk financing mechanism aimed at reducing losses, strengthening preparedness, and enabling rapid response.
