​Somalia discusses strategic cooperation framework with FAO

​MOGADISHU– The Somali Ministry of Planning, Investment, and Economic Development, in collaboration with the Food and Agriculture Organization of the United Nations (FAO), convened a consultative meeting to discuss the Country Programming Framework (CPF) for 2026–2030, as reported by the Somali National News Agency (SONNA).

The meeting saw broad participation from representatives of line ministries at both federal and state levels, aiming to formulate a shared vision to enhance food security and sustainable agricultural development in the country.

​Mr. Mohamed Shire, Director General of the Ministry of Planning, opened the session by emphasizing the importance of such meetings in charting a clear roadmap for strategic cooperation that serves high national interests.

Discussions focused on aligning FAO’s priorities with Somalia’s National Transformation Plan (NTP) to ensure integrated efforts and maximize the utilization of available resources to support productive sectors.

The meeting also addressed ways to link proposed programs with the United Nations Sustainable Development Cooperation Framework (UNSDCF), contributing to strengthening the resilience of local communities against climate challenges.

Participants explored mechanisms to improve agricultural and livestock productivity and develop value chains that ensure the sustainability of the food sector and create new employment opportunities in rural areas, according to SONNA.

The sessions underscored the necessity of enhancing coordination among various government entities to ensure optimal implementation of the international organization’s projects and to overcome obstacles to economic growth.

Through this initiative, the Ministry of Planning seeks to direct international support toward major developmental projects, in line with the state’s strategic direction toward achieving comprehensive self-sufficiency.

The meeting concluded with a set of recommendations that will form the cornerstone of the organization’s upcoming framework, focusing on technical innovation and digital transformation to increase the efficiency of natural resource management.

This cooperation embodies the government’s commitment to developing long-term strategic partnerships with international partners to ensure an economic revival that meets the Somali people’s aspirations for stability and prosperity.

The Country Programming Framework (CPF) is a strategic tool that defines the cooperation priorities between the FAO and the Somali government. The new version seeks to modernize the agricultural and pastoral sectors to ensure an effective response to developmental needs and recurrent climate crises.
