Somalia strengthens preparedness to face El Niño risks

MOGADISHU — Amid growing regional concerns over the impacts of extreme climate fluctuations, Somalia has strengthened its national preparedness to address potential risks associated with the Super El Niño phenomenon, amid warnings that heavy rainfall could trigger floods, flash floods, and population displacement in several areas, with direct potential impacts on agriculture, livestock, and food security.

The measures were discussed during the Somali Cabinet’s meeting, which reviewed an official report prepared by the Ministry of Agriculture and Irrigation on climate forecasts and challenges related to the El Niño phenomenon. The Cabinet discussed preventive measures needed to enhance national preparedness and reduce potential damages before the occurrence of climate emergencies.

The report indicated that Somalia faces multiple climate risks, including possible widespread flooding, rapid flash floods, damage to agricultural areas, and increased displacement risks in vulnerable communities, particularly those affected by weak infrastructure and limited resources and essential services.

The Ministry of Agriculture and Irrigation emphasized that addressing El Niño risks requires proactive action based on early forecasting, stronger coordination among government institutions, local authorities, and humanitarian and development partners, ensuring timely warnings and appropriate preventive measures to protect communities at risk.

The Cabinet discussed a national plan aimed at strengthening state institutions’ capacity to respond to climate challenges through developing early warning systems, improving weather monitoring mechanisms, and enhancing information sharing among relevant authorities. These efforts are intended to support rapid and effective decision-making, reduce losses, and protect citizens, particularly in rural, agricultural, and pastoral areas.

The Federal Government stressed that protecting citizens’ lives and preserving food sources remain key priorities in the coming period, emphasizing that addressing climate change has become a national issue directly linked to food security, economic development, and social stability. It also called for continued cooperation with international partners and specialized institutions to strengthen Somalia’s adaptation capacity and build a more resilient system against recurring climate crises.

Somalia is facing growing climate challenges that have made early preparedness and risk management a national necessity. The country has experienced severe droughts in recent years that affected the livelihoods of millions of people, followed in some areas by heavy rains and floods causing significant humanitarian and economic impacts. Amid these changing conditions, Somalia is working to develop a new approach based on prevention, forecasting, and early response by strengthening climate warning systems, improving emergency planning, and expanding local and international partnerships to protect communities, reduce disaster impacts, and support sustainable development.
