According to the Somali National News Agency (SONNA), this landmark development is specifically tailored to institutionalize the National Fund’s operational capabilities, transforming it into a robust safety net capable of deploying proactive public security and pre-disaster programs across all regional territories under Prime Minister’s Decree No. 197/2026.
The statutory directive establishes His Excellency Ali Yusuf Ali (Ali Hoosh), Minister of Interior, Federal Affairs and Reconciliation, as the Chairman of the Supreme Committee, and His Excellency Bihi Iman Egeh, Minister of Finance, as the Vice-Chairman to orchestrate financial resilience and resource optimization for humanitarian logistics.
The ministerial council appointed to the committee incorporates His Excellency Mohamud Abdirahman Sheikh Farah (Beene Beene), Minister of Planning, Investment and Economic Development; His Excellency Hassan Hussein Mohamed, Minister of Livestock, Forestry and Range; and His Excellency Gen. Bashir Mohamed Jama (Bashiir Goobe), Minister of Environment and Climate Change.
To maintain rigid administrative synchronization, the government representation also enlists His Excellency Dr. Ali Haji Adam, Minister of Health and Human Services; His Excellency Jamaal Mohamed Hassan, Minister of Commerce and Industry; His Excellency Hirsi Jama Gani, Minister of State for the Office of the Prime Minister; and Mr. Mohamud Moallim Abdulle, Head of the Somali Disaster Management Agency.

Bridging macroeconomics with grassroots philanthropy, the executive council integrates corporate solidarity by appointing Mr. Abdirahman Abdullahi Adan (Galaanbi), Vice-Chairman of the Somali Chamber of Commerce and Industry, alongside Mr. Abdullahi Nur Osman, Chairman of the Hormuud Salaam Foundation.
The humanitarian framework further secures civil society advocacy by appointing Ms. Maryan Taqal Hussein and Ms. Duniyo Mohamed Cali as active councilors, while Mr. Abdullahi Mohamud Dirie, Director General of the National Disaster Risk Management Fund, was officially commissioned as the Committee’s Secretary-General.
