MOGADISHU — In a significant move to bolster historical fraternal ties and strengthen strategic regional partnership, the Federal Republic of Somalia and the Republic of Djibouti signed a Memorandum of Understanding (MoU) in Mogadishu yesterday, Monday, to enhance cooperation in higher education and scientific research.
The agreement was officially signed by Somalia’s Minister of Education, Culture, and Higher Education, H.E. Farah Sheikh Abdulkadir, and Djibouti’s Minister of Higher Education and Research, H.E. Nabil Mohamed Ahmed, in the presence of senior academic and diplomatic officials.
The MoU establishes a formal and ambitious framework to promote academic exchange between universities and higher education institutions in both nations, aimed at achieving shared developmental goals and institutional capacity building.
Key areas of cooperation include robust student and faculty exchange programs, the implementation of short-term specialized training, and the launch of joint research initiatives addressing vital regional challenges.
The agreement further provides for the development of joint degree programs at the Bachelor’s, Master’s, and Doctoral levels, alongside streamlined arrangements for scholarships and the mutual recognition of academic qualifications.
Both governments committed to the stringent protection of intellectual property generated through joint research, in alignment with national legislations and international conventions.
H.E. Farah Sheikh Abdulqadir stated that the agreement builds on the profound ties between the two nations and will directly contribute to elevating the quality of higher education and strengthening research capacities in Somalia.
H.E. Nabil Mohamed Ahmed emphasized that this partnership will create broader horizons for students and faculty in both countries, contributing significantly to regional knowledge-sharing and sustainable development.
