MOGADISHU — The Somali Council of Ministers, chaired by Prime Minister H.E. Hamza Abdi Barre, has approved the Regulation of the National Fund for Risk and Disaster Management, marking a strategic step toward strengthening the national response to humanitarian and climate crises.
The new regulation aims to establish a unified legal and administrative framework for dealing with natural and human-induced disasters, ensuring rapid action, prevention, and mitigation of risks facing affected regions nationwide.
Through this regulation, the Fund seeks to activate joint coordination between government institutions and local communities to ensure an immediate, organized response based on sustainable resources and precise crisis monitoring.
The Somali government emphasized that the approval comes at a critical time that requires the institutionalization of relief work, particularly amidst recurrent drought challenges that demand regulatory solutions to ensure aid effectiveness.
For his part, the Chairman of the Somali Disaster Management Agency (SoDMA), Mr. Mohamud Moallim Abdulle, welcomed this decision, noting that the regulation will enhance the efficiency of the national emergency management apparatus.
The regulation defines mechanisms for mobilizing governmental, community, and international contributions, bolstering Somalia’s capacity for self-reliance in facing environmental shocks and reducing dependence on temporary external aid.
Furthermore, the step aims to improve early warning and monitoring capabilities, allowing authorities to draft proactive plans to mitigate the impacts of disasters before they occur, protecting both lives and property.
This regulation reflects the state’s vision of developing independent constitutional institutions, ensuring transparency and accountability in managing relief funds and directing them toward urgent projects in drought-affected areas.
During the session, the Council stressed that the Fund will be the cornerstone in building a resilient society capable of recovering from climate change impacts by supporting infrastructure in high-risk zones.
The approval of the regulation is the culmination of months of legal and technical efforts aimed at aligning national legislation with international standards applied in global crisis and disaster management.
The Cabinet concluded by affirming that the implementation of the regulation will begin immediately to ensure state readiness for future humanitarian challenges, serving Somalia’s stability and the safety of its citizens.
