{"id":6430,"date":"2020-09-28T22:18:05","date_gmt":"2020-09-28T22:18:05","guid":{"rendered":"https:\/\/sooha.org\/en\/?p=6430"},"modified":"2020-10-11T07:52:23","modified_gmt":"2020-10-11T07:52:23","slug":"somalia-government-rejects-tight-development-deadlines-imposed-by-the-un","status":"publish","type":"post","link":"https:\/\/sooha.org\/en\/2020\/09\/28\/somalia-government-rejects-tight-development-deadlines-imposed-by-the-un\/","title":{"rendered":"Somalia government rejects tight development deadlines imposed by the UN"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>MOGADISHU &#8212;<\/strong> Somalia has rejected what it called as unreasonable deadlines imposed by UN agencies for the country to adopt development aid plans from the global organizations.<\/p>\n<p style=\"text-align: justify;\">In a letter to the Office of the Representative of the UN Secretary-general to Somalia, Mr. Gamal Hassan, Somalia\u2019s Planning, Investment, and Economic Development Minister accused the UN of being inconsiderate in \u201crushing\u201d his country to adopt a development document in a short time despite having low capacity.<\/p>\n<p style=\"text-align: justify;\">\u201cOur ministry, just like other MDAs (Ministries, Departments, and Agencies), across the different layers of government, does not have sufficient human resources commensurate with the demands of its mandate,\u201d Mr. Hassan wrote on Sunday in a letter addressed to deputy Secretary-general\u2019s Representative to Somalia, Adam Abdelmoula.<\/p>\n<p style=\"text-align: justify;\">\u201cTherefore, it is unfortunate that such considerations were not made on your part to provide ample time for the necessary consultations and deliberations on this matter.\u201d<\/p>\n<p style=\"text-align: justify;\">Somalia is protesting the tight schedule imposed by the UN to adopt the UN Sustainable Development Cooperation Framework (UNSDCF), a document passed last year by the UN General Assembly to guide development partnerships with member states.<\/p>\n<p style=\"text-align: justify;\">Meant to guide the achievement of the Sustainable Development Goals (SDGs), the policy, initially known as the UN Development Assistance Framework guide the UN\u2019s\u00a0\u00a0 programme cycle, from planning, implementation, monitoring, reporting, and evaluation of collective.\u201d<\/p>\n<p style=\"text-align: justify;\">Somalia, however, says rushing the localization of the policy may mean violating Mogadishu\u2019s own National Development Plan, a policy launched in January this year to guide the country\u2019s trajectory.<\/p>\n<p style=\"text-align: justify;\">Mr. Hassan was categorical Somalia will not complete the review of the documents that determine how the UNSDCF will be run, on time because they were only received two weeks ago.<\/p>\n<p style=\"text-align: justify;\">Rushing the implementation, he argued, would keep Somalia continually as an aid-dependent country, despite efforts to wean it from donors.
