Mexico\u2019s foreign ministry presented a diplomatic note to the U.S. government on Monday calling for a \u201cfull investigation\u201d.<\/p>\n<div class=\"inline-ad\" style=\"text-align: justify;\"><\/div>\n<p style=\"text-align: justify;\">After Trump signed an order limiting asylum rights earlier this month, the U.N. High Commissioner for Refugees (UNHCR) said the United States must make sure anyone fleeing violence or persecution can get protection \u201cwithout obstruction\u201d.<\/p>\n<p style=\"text-align: justify;\">UNHCR spokesman Babar Baloch, asked on Tuesday about U.S. forces firing tear gas at migrants, told a Geneva news briefing:<\/p>\n<p style=\"text-align: justify;\">\u201cWe are following those reports with concern, we are still trying to understand what transpired there.\u201d<\/p>\n<p style=\"text-align: justify;\">Border management is \u201ca sovereign prerogative of national governments\u201d, but border security and international protection for refugees are not mutually exclusive, he said.<\/p>\n<p style=\"text-align: justify;\">\u201cIt means that any person whose life is at risk in their country of origin must be able to access territory and request asylum in a safe country.
