MOGADISHU \u2013<\/strong> The Federal Government of Somalia has concluded a UN-supported programme for the justice and prison sectors, paving the way for a new phase focused on strengthening national capacities and expanding the responsibility of Somali institutions for developing the two sectors, following a period of cooperation that covered institutional capacity-building, staff training and support for efforts to reinforce the rule of law.<\/p>\n

A ceremony was held in the capital, Mogadishu, to mark the conclusion of the programme, attended by Minister of Justice and Constitutional Affairs Hassan Moalim Mohamud, along with federal officials, representatives of federal member states, United Nations and mission officials, representatives of justice and corrections institutions, and international partners.<\/p>\n

The Minister of Justice and Constitutional Affairs commended the support provided by the United Nations, the UN mission and international partners to develop justice institutions and prison services. He highlighted the importance of the training, capacity-building and institutional support provided under the programme and their role in supporting improvements in the performance of the justice and corrections system and reinforcing the rule of law.<\/p>\n

Hassan Moalim Mohamud said the conclusion of the programme represents an important stage in strengthening the ability of Somali institutions to assume greater responsibility for their functions. He said the knowledge, expertise and capacities developed during the period of cooperation provide a foundation for continuing reform, stressing the importance of translating technical support and training into sustainable institutional practices that can ensure continued development after the programme ends.<\/p>\n

The Federal Government said the next phase will include continued development of justice and corrections institutions, improving staff capacity, strengthening institutional performance and enhancing coordination among relevant authorities. It also stressed the importance of continued cooperation with international partners to benefit from expertise and technical assistance when needed, while responsibility for setting priorities, implementing reforms and monitoring their results remains with the relevant Somali institutions.<\/p>\n

The justice and prison sectors represent key components of efforts to build state institutions, strengthen the rule of law, protect rights and improve public services. The next phase will require preserving the capacities developed during the support period and continuing investment in personnel and institutional systems to ensure sustainable reform and improve the efficiency of services provided.<\/p>\n

Cooperation between Somalia and the United Nations in the justice and corrections sectors forms part of broader efforts to support state-building, develop national capacities and strengthen the rule of law. With the conclusion of the support programme, Somali institutions face the task of translating the expertise gained during the cooperation period into sustainable national capacities through the development of working systems, staff training and stronger institutional coordination. International cooperation can continue to provide technical expertise when needed, alongside efforts to strengthen national ownership of reforms and determine their direction and priorities in line with the needs of state institutions and Somali society.<\/p>\n","protected":false},"excerpt":{"rendered":"
