JOWHAR \u2013 <\/strong>The Hirshabelle State Administration has launched the \u201cBelsho\u201d Development Project in the city of Jowhar, aimed at supporting local communities and strengthening the role of local administrations in identifying development priorities and basic services. The project was launched under the patronage of the Acting President of Hirshabelle State and Speaker of the State Parliament, Dr. Abdihakim Luqman Haji Mohamed, with the participation of government officials and representatives of local and community institutions.<\/p>\n

The launch of the project comes within Hirshabelle\u2019s efforts to promote community-based development, strengthen the partnership between state institutions and citizens, and involve local communities in planning and implementation processes. It also seeks to empower local administrations to play a greater role in improving public services and supporting social stability in targeted areas.<\/p>\n

The Acting President of Hirshabelle State affirmed that strengthening local governance institutions represents a fundamental pillar for achieving sustainable development that responds to the needs of citizens. He noted that local administrations are closest to communities and are better positioned to identify daily challenges and develop appropriate solutions.<\/p>\n

Dr. Abdihakim Luqman explained that the \u201cBelsho\u201d Project goes beyond implementing specific development activities, representing a broader vision aimed at enhancing social cohesion and building trust between the state and society. He emphasized the importance of creating mechanisms that allow citizens to participate in decisions related to the future of their areas and promoting a culture of cooperation and shared responsibility.<\/p>\n

The first phase of the project will cover four districts in Hirshabelle State, with programmes focusing on strengthening public participation, supporting peacebuilding efforts, and enhancing the capacity of local authorities to manage development and service-related affairs. The initiative aims to promote balanced development and expand access to services in communities requiring greater support.<\/p>\n

The launch ceremony in Jowhar was attended by several Hirshabelle government officials, including the State Minister of Interior and Local Government Abdutahir Guri Karore, ministers and members of parliament, Director General of the Ministry of Interior Dr. Abdullahi Adan Hassan, the Governor of Middle Shabelle Region, as well as representatives of the Federal Government of Somalia and community leaders.<\/p>\n

Participants emphasized that the \u201cBelsho\u201d Project represents an important step toward strengthening administrative decentralization in Somalia by granting local administrations a greater role in managing their affairs and linking government programmes with the actual needs of communities. They stressed that the success of development projects depends on strong local institutions and effective community participation.<\/p>\n

Officials also highlighted that the project seeks to strengthen coordination between the Federal Government of Somalia, Hirshabelle State Administration, local authorities and beneficiary communities through developing joint mechanisms for cooperation, improving service delivery and enhancing the efficiency of managing resources and development initiatives.<\/p>\n

The Minister of Interior and Local Government of Hirshabelle stated that the project comes at a time when local communities need greater support to strengthen their ability to address social, economic and humanitarian challenges. He noted that the initiative provides an opportunity to improve district-level performance and accelerate the implementation of programmes that respond to citizens\u2019 priorities.<\/p>\n

The Acting President of Hirshabelle praised the support provided by the World Bank, the Federal Ministry of Interior, Federal Affairs and Reconciliation, the Ministry of Interior and Local Government of Hirshabelle, and all partners supporting the project. He stressed that cooperation among different stakeholders is a key factor in ensuring the success of the initiative and achieving its development objectives.<\/p>\n

Strengthening local governance and empowering communities represent important pathways through which Somalia seeks to build institutions capable of delivering services and promoting stability. Local administrations serve as the direct link between the state and citizens, and their success depends on their ability to understand community needs, manage resources effectively and encourage participation in development processes.<\/p>\n

Community-based initiatives have gained particular importance amid the humanitarian and social challenges facing several Somali areas, as they contribute to strengthening social cohesion and supporting peace and sustainable development efforts.
