NAIROBI —<\/strong> Managing Director of the National Emergency Operations Center (NEOC) under the Somali Disaster Management Agency (SoDMA), H.E. Hassan Isse, participated in the high-level policy dialogue held in Nairobi, Kenya, from June 3\u20134. This strategic forum aimed at exploring the critical integration of mobility, climate adaptation, and disaster preparedness policies across East Africa and the Horn of Africa.<\/p>\n

\u200bThe two-day high-level dialogue was co-organized by the Government of Kenya\u2019s National Coordination Mechanism on Migration and the Mixed Migration Centre (MMC). The event brought together governments, regional institutions, civil society, and international partners to align strategies, share evidence, and generate concrete policy recommendations addressing how recurrent droughts, floods, and desertification force human displacement.<\/p>\n

\u200bThis strategic initiative is part of the \u201cManaging the impacts of environmental change and conflict on mobility in Eastern Africa through evidence-based inclusive policy dialogue and collaborative actions\u201d (MECMEA) project. The project is led by a consortium including the Horn of Africa Regional Environment Centre and Network (HoA-REC&N), MMC, Association Djibouti Nature, South Sudan Nature Conservation Organization (SSNCO), and PanAfricare Kenya.<\/p>\n

The high-level regional project is funded by the European Union. It was contracted by the International Centre for Migration Policy Development (ICMPD), through the Migration and Mobility Dialogue (MMD) Grant Facility, providing a platform for knowledge exchange to build the capacity of stakeholders to respond effectively to climate-related mobility issues.<\/p>\n

During the panel sessions, His Excellency presented the national field expertise rooted in primary data collection and disaster risk governance, shedding light on the humanitarian impact of advancing early warning systems and optimizing relief logistics\u2014efforts that go beyond tracking data to actively preserving the dignity of displaced families, protecting human lives, and bolstering the resilience of vulnerable communities.<\/p>\n

The forum generated deep dialogues focused on enhancing policy coherence by connecting local, national, and regional actors to align strategies. Furthermore, the participants emphasized strengthening evidence-based decision-making by synthesizing structural lessons and best practices to launch unified strategies capable of containing complex environmental challenges and reducing vulnerabilities.<\/p>\n

The sessions intensively explored concrete and actionable policy recommendations for national, regional, and development partners. Participants stressed the vital importance of fostering continuous coordination for policy dialogues and knowledge exchange, ensuring sustainable stability for populations facing sudden ecological disruptions and socio-economic vulnerabilities brought about by global warming.<\/p>\n

The delegation concluded its participation by reaffirming SoDMA’s unwavering commitment to implementing the actionable policy outcomes of the Nairobi dialogue, working hand-in-hand with regional partners to translate these strategic visions into tangible field programs that stabilize displaced families and secure sustainable livelihoods across the Horn of Africa.<\/p>\n
