\u200bMOGADISHU —<\/strong> H.E. Abdihakim Ashkir, Somali Deputy Minister of Interior, Federal Affairs, and Reconciliation, presided over the executive leadership transition at the National Commission for Refugees and Internally Displaced Persons (NCRI) in Mogadishu; a step reflecting the Somali state\u2019s commitment to institutional renewal and humanitarian excellence.<\/p>\n

The ceremony marked the formal assumption of mandate by Mr. Liban Abdi Igal as the new Commissioner of the NCRI, succeeding Mr. Ahmed Hussein Elmi, in the presence of high-level representatives from the Prime Minister\u2019s Office, the UNHCR, relevant ministries, and civil society organizations.<\/p>\n

In his keynote address, the Deputy Minister emphasized the profound responsibility entrusted to the Commission, asserting that serving IDPs and refugees is a sacred national and humanitarian duty at the heart of the Federal Government’s priorities for social stability and human dignity.<\/p>\n

His Excellency directed the new leadership to adopt a field-based strategy centered on operational continuity, while activating close coordination channels between government agencies and international partners to ensure that aid and services reach their beneficiaries rapidly and with the highest efficiency.<\/p>\n

H.E. Abdihakim Ashkir also stressed that absolute transparency and institutional integrity are the fundamental guarantees for the Commission’s success, considering that establishing accountability enhances trust with the international community and helps direct resources toward the most impactful pathways for beneficiaries.<\/p>\n

The Deputy Minister explained that the state looks forward to moving beyond emergency response toward finding “sustainable solutions” through innovating national programs for voluntary resettlement and urban integration, transforming IDPs and refugees into active, productive forces contributing to national economic recovery.<\/p>\n

During the ceremony, the Deputy Minister praised the structural and administrative successes laid by the outgoing leadership, appreciating the significant efforts made by Mr. Ahmed Hussein Elmi in improving the Commission\u2019s performance, which paved the way for launching robust national initiatives under exceptional circumstances.<\/p>\n

Concluding his remarks, the Minister issued a clear mandate to the new Commissioner, Mr. Igal, to intensify field presence and expand care to include marginalized communities, emphasizing that the true measure of success lies in the tangible positive impact on the lives of affected citizens.<\/p>\n

For his part, the new Commissioner, Mr. Liban Abdi Igal, expressed his pride in this national trust, affirming his commitment to building upon previous gains and developing work mechanisms to protect the rights of refugees and IDPs in accordance with the highest professional standards.<\/p>\n
