MOGADISHU —<\/strong> \u200bThe Somali National Independent Human Rights Commission received yesterday, Sunday, a delegation from the “Centre for Civilians in Conflict” (CIVIC), led by Vianney Bisimwa, Director of Africa Programs, to discuss frameworks for joint cooperation and the development of technical mechanisms related to civilian protection during security operations.<\/p>\n

\u200bThe meeting addressed future cooperation paths between the two sides, focusing on the exchange of technical expertise to enhance the efficiency of human rights monitoring and documentation, and ensuring that relevant parties adhere to international standards while performing field duties in various regions.<\/p>\n

\u200bThis meeting falls within the framework of efforts aimed at implementing the “National Policy on Civilian Harm Mitigation during Military Operations,” adopted by the Somali government. The parties discussed the Commission’s role in monitoring the policy’s implementation and working to align security measures with approved national and international legislation.<\/p>\n

Dr. Maryan Qasim Ahmed, Chairperson of the National Independent Human Rights Commission, emphasized the importance of partnership with specialized international organizations, noting that the Commission adheres to its legal responsibilities in monitoring and follow-up, and works to activate communication mechanisms to ensure report accuracy and investigation transparency.<\/p>\n

The technical aspect of the discussions focused on developing the capabilities of the Commission\u2019s field teams and training personnel on methodologies for assessing the field impact of security operations, ensuring the accuracy and professionalism of human rights reports issued by the Commission regarding cases requiring follow-up in accordance with national laws.<\/p>\n
