\u200bMOGADISHU —<\/strong> The Somali Prime Minister, H.E. Hamza Abdi Barre, launched a strategic development project in Doolow, Gedo region, aimed at strengthening urban resilience for internally displaced persons (IDPs) and host communities, marking a shift from emergency relief towards sustainable stability.<\/p>\n

The project, titled “Strengthening Urban Resilience of Displaced and Host Communities in Doolow” (SURDHT), provides USD 20.55 million in funding from the African Development Bank (AfDB) Group, serving as a landmark milestone in the Somali government’s efforts to address long-term displacement challenges.<\/p>\n

The project primarily aims to improve living conditions for IDPs in four urban settlements in Doolow by providing integrated solutions that facilitate dignified integration into host communities through improved housing, water, sanitation, and the creation of tangible livelihood opportunities.<\/p>\n

The National Centre for Rural Development and Durable Solutions (NCRDS) serves as the executing agency, implementing the project in joint coordination with a consortium of international agencies, including the International Organization for Migration (IOM), the Food and Agriculture Organization (FAO), UN-Habitat, UN Women, and UNHCR.<\/p>\n

Strategic objectives of the project include promoting gender equality and women’s empowerment, and supporting youth leadership through skills development and entrepreneurship programs, thereby building a generation capable of active participation in the local economy.<\/p>\n

The program also focuses on developing essential basic infrastructure in IDP settlements, while incorporating climate adaptation and mitigation measures to ensure that these communities can withstand the recurrent climate shocks witnessed in the region.<\/p>\n

During the launch, the Prime Minister emphasized that this initiative embodies the government’s commitment to providing durable solutions beyond immediate humanitarian aid, stressing that such interventions are integral to the government’s strategy for state-building, stability, and inclusive development.<\/p>\n

For their part, UN agencies and international partners indicated that this project represents a practical application of the “Humanitarian-Development-Peace (HDP) Nexus” approach, aiming to invest in sustainable livelihoods and build community resilience to reduce reliance on external assistance.<\/p>\n

Somalia faces complex displacement crises, with over 3.9 million internally displaced persons\u2014one of the largest numbers in the region\u2014making this project a vital tool for addressing the challenges of conflict and climate change that have depleted the population’s capacity for self-reliance.<\/p>\n

These efforts come as part of a broader vision to enhance local governance, as the project seeks to improve the government’s capacity to coordinate integration activities, including land administration, conflict mitigation, and fostering social cohesion among diverse groups.<\/p>\n

The Doolow project stands as a pioneering model in transitioning from fragility to stability; it is viewed not merely as an infrastructure intervention, but as a strategic investment in human dignity.
