It is unacceptable for the government to direct projects designated for implementation in SSC-Khatumo to Hargeisa, the capital of Somaliland,&#8221; he added.<\/p>\n<p style=\"text-align: justify;\">The deputy leader also emphasized, &#8220;One surprising aspect is that the projects meant for SSC areas are routed through Somaliland for implementation. So, who controls the SSC areas?
