SHARM EL-SHEIKH —\u00a0<\/strong> A Somali official said he is \u201cdisappointed\u201d that little has been done to address loss and damage to nations vulnerable to climate change at the U.N. climate conference.<\/p>\n

Mohamed Osman Mahmoud, an economic advisor to the Somali president, said he wanted to see \u201cstructured dialogue with accountability, with legally binding structure.\u201d<\/p>\n

He said that the talks on the issue are \u201cnot really encouraging.\u201d<\/p>\n

Mahmoud added that his country has experienced the devastating impacts of climate change, with some 7.8 million people impacted by drought. Somalia, one of the world\u2019s poorest nations, has been experiencing its fifth consecutive failed rainy season.<\/p>\n

\u201cWe\u2019re talking about the massive displacement. We\u2019re talking about the rising malnutrition, severe depression,\u201d he said.<\/p>\n

U.N. Secretary General Antonio Guterres warned Thursday of a \u201cbreakdown in trust between North and South, and between developed and emerging economies\u201d at this year\u2019s international climate meeting, according to prepared remarks sent by his office.<\/p>\n

\u201cThe world is watching and has a simple message: stand and deliver,\u201d he told leaders after flying back to Sharm el-Sheikh, Egypt, where the two-week meeting is taking place.<\/p>\n

Guterres said it was time to show that the world is prepared to help those who are getting most hurt by climate change, and to take the action needed to curb greenhouse has emissions.<\/p>\n

He urged countries to \u201cdeliver the kind of meaningful climate action that people and planet so desperately need,\u201d adding that there was \u201cno time for finger pointing\u201d with just 24 hours left before the official close.<\/p>\n

\u201cThe blame game is a recipe for mutually assured destruction,\u201d he said.<\/p>\n
