BORAMA (SOHA) –<\/strong> The UN has announced $2.7 million pledge to aid communities affected by Cylone Sagar which has killed dozens and displaced thousands others in Somaliland.<\/p>\n

Speaking after visiting Borama in Awdal region, UN Humanitarian Resident Coordinator Peter de Clercq said the funds would be instrumental in rebuilding livelihoods and providing immediate food and non-food security assistance.<\/p>\n

\u201cJust\u00a0to reinforce the rebuilding of livelihoods I, moreover, pledged $2.7 million,\u201d Mr. de Clercq said, with the money\u00a0coming from the international donor-backed\u00a0Somalia Humanitarian Fund (SHF),\u00a0designed to address the most urgent humanitarian needs in Somalia, and which also covers \u2018Somaliland.\u2019<\/p>\n

At least 160,000 people were affected by the cyclone which also caused severe damage to infrastructure and economic loss,\u00a0especially for those with a traditional pastoral\u00a0livelihood.<\/p>\n

The cyclone\u2019s impact has compounded an already-difficult humanitarian and development situation in the area due to recent heavy\u00a0flooding and a years-long drought.<\/p>\n

Mr. de Clercq had been in Borama to see its impact first-hand, as well as meet with local partners, including government officials, representatives of non-governmental organizations, community elders and people directly affected by the storm.<\/p>\n

\u201cIt was an opportunity to interact with people who were immediately affected by it,\u201d he said. \u201cThey\u2019ve lived through this year of near-famine already, and they had to endure not only this very difficult period of drought, but then floods, immediately followed by the cyclone.\u201d<\/p>\n

Need to focus on short- and long-term needs<\/em><\/strong><\/p>\n

The UN official said the response to the combination of events \u2013 storm, floods, drought \u2013 highlighted the need for a response which\u00a0addresses both the short- and longer-term needs of humanitarian events, with the short-term focused on the immediate emergency and the longer-term centred on building the resilience of communities like that of the Awdal region.<\/p>\n

This will help to tackle the heavily-felt effects of climate change among the most vulnerable\u00a0local populations, as resilience in these communities had already been extremely strained due to at least four failed seasonal rain cycles.<\/p>\n

\u201cWe still are dealing with the food insecurity, the lack of livelihoods as a result of the drought, and at the same time we\u2019re dealing with people who\u2019ve been displaced because their houses have been flooded, or because their livelihoods have been washed away,\u201d said Mr. de Clercq, who also serves as the UN Secretary-General\u2019s Deputy Special Representative for Somalia, and noted the need for increased funding of the SHF.<\/p>\n

Currently, the Humanitarian Response Plan funding stands\u00a0at $390 million \u2013 less than 50\u00a0per cent of the amount that was pledged at this stage in 2017.<\/p>\n

\u201cWe really need to not just work on the relief, but on the increased resilience of the families that live in this area, the families that have to go through this kind of terrible humanitarian challenges year after year after year,\u201d Mr. de Clercq said. \u201cSo, we should not be waiting until the next crisis hits us \u2013 we haven\u2019t seen the last drought yet, we very well may not have seen the last cyclone here.\u201d<\/p>\n
